The United States Army Corps of Engineers is a U.S. federal agency under the Department of Defense and a major Army command made up of some 37,000 civilian and military personnel, making it one of the world's largest public engineering, design, and construction management agencies.

The Oklahoma Department of Environmental Quality is a department of the government of Oklahoma under the Governor of Oklahoma. It is responsible for protecting human health and for safeguarding the natural environment: air, water, and land. DEQ is chiefly responsible for the environmental policy of Oklahoma.

The mission of the OWRB is to protect and enhance the quality of life for Oklahomans by managing and improving the state's water resources to ensure clean and reliable water supplies, a strong economy, and a safe and healthy environment. Our primary duties and responsibilities include water use appropriation and permitting, water quality monitoring and standards, financial assistance for water/wastewater systems, dam safety, floodplain management, water supply planning, technical studies and research, and water resource mapping.

The mission of the Texas Water Development Board (TWDB) is to provide leadership, information, education, and support for planning, financial assistance, and outreach for the conservation and responsible development of water for Texas. Our mission is a vital part of Texas' overall vision and the state's mission and goals that relate to maintaining the viability of the state's natural resources, health, and economic development. To accomplish our goals of planning for the state's water resources and providing affordable water and wastewater services, the TWDB provides water planning, data collection and dissemination, financial assistance, and technical assistance services to the citizens of Texas. The tremendous population growth that the state continues to experience and the recurrent threat of severe drought only intensify the need for the TWDB to accomplish its goals in an effective and efficient manner. The Texas Water Development Board (TWDB) was created in 1957. It currently supports the development of regional water plans and incorporates them into a state water plan for the orderly and responsible development, management, and conservation of the state's water resources; provides loans to local governments for water supply projects; water quality projects, including wastewater treatment and nonpoint source pollution control; flood control projects; agricultural water conservation projects; rural and small community water and wastewater projects; and expenses related to administering groundwater conservation districts; provides grants and loans for the water and wastewater needs of the state's economically distressed areas; provides agricultural water conservation and water-related research and planning grants; conducts studies of the occurrence, quantity, quality, and availability of the state's surface water and groundwater; collects data and conducts studies concerning the freshwater needs of the state's bays and estuaries; and maintains a centralized data repository of information on the state's natural resources called the Texas Natural Resources Information System (TNRIS) and manages the Strategic Mapping (StratMap) Initiative.

The Arkansas Natural Resources Commission establishes policy and makes funding and regulatory decisions relative to soil conservation, nutrient management, water rights, dam safety and water resources planning and development. The Natural Resources Division is composed of nine members appointed by the Governor and confirmed by the Senate. The members serve staggered seven-year terms of office. Each of Arkansas's four congressional districts is represented by two commissioners with the ninth commissioner holding an at-large position. The Director is appointed by the Governor and reports to the Arkansas Secretary of Agriculture. Natural Resources Division employees are divided into three major sections, Conservation, Water Resources Development and Water Resources Management, which are assisted by the Administrative and Fiscal Sections.
